The Center for Economic Research and Reform (CERR) regularly analyzes changes in sales in the car market. The analysis of the Center for Economic Research and Reforms showed that sales in the domestic car market since the beginning of the year have shown a rapid breakthrough. However, growth is mainly driven by activity in the secondary car market.
In January 2022, 113,200 vehicles were registered, which is 126.4% more than in the corresponding month of last year and 138.4% more than in January 2020. At the same time, the growth compared to December 2021 amounted to 96.5%.
Experts attribute the sharp increase in car registrations to the abolition of fees for the purchase of cars and the establishment of the state duty for notarization of a sale and purchase agreement in the amount of 3 sizes of the basic estimated value from 1 January 2022.
The fee for the purchase and / or temporary importation of vehicles into Uzbekistan has been abolished, in accordance with the law on the state budget for 2022.
It should be noted that until January 2022, citizens had to draw up a “general power of attorney” in order to avoid excessive costs during the state registration of contracts for the sale of cars in the secondary market. As a result of the changes made to the legislation, citizens who had previously purchased a car under a “general power of attorney” began to register a vehicle in their own name.
The number of cars purchased in the primary market in January this year amounted to 27,900. Auto sales since the beginning of the year increased by 2.7% compared to December 2021.
Market growth was mainly supported by the sale and purchase of used cars. In the secondary market, the number of purchased cars reached 85,300 (an increase of 180.2%).
Significantly increased the number of registrations of new vehicles in Samarkand (95.6%), Surkhandarya (89.4%), Navoi (75.4%), and Ferghana (60.5%) regions, as well as in Tashkent (-44.7 %) and Tashkent region. (-0.9 percent).
The number of contracts for the sale and purchase of foreign-made cars made up 1,900, a decrease of 41% compared to December 2021 (an increase of 71% compared to January 2021).
The regions with the largest number of registrations of cars purchased on the secondary market are Tashkent – 13,600 (in December 2021 – 2,100), Samarkand – 9,700 (3,700), Ferghana – 9,000 (2,900), Namangan – 8,100 (2,700) and Andijan – 7,200 (2,300) regions.
President Shavkat Mirziyoyev held a meeting on the development of the automotive industry in Uzbekistan the day before, at which he announced that 160,000 cars would be produced in the first half of the year and 275,000 by the end of the year to meet domestic demand.
The government was also instructed to develop a draft resolution on reducing the rates of customs duties on car imports from 30% to 15%. This measure should help meet the domestic demand for the purchase of cars.
