A resolution of the President of the Republic of Uzbekistan “On additional measures to ensure employment of the population, vocational training, attraction to entrepreneurship and increase labor activity of the poor and unemployed” was signed.
The purpose of the resolution is to introduce a fundamentally new system of teaching modern professions and entrepreneurial skills, to attract them on this basis to the labor and entrepreneurial activities of the unemployed and poor categories of citizens, to organize public-private partnerships in this area, as well as to implement additional measures to ensure employment of our population. republics
The resolution approved the composition of the republican working group for vocational training of the unemployed and the poor and increasing their labor activity.
It also approved the program for ensuring employment of the population and increasing the competitiveness of the labor force measures to achieve mutual agreements on the organization of vocational training and teaching the Russian language to citizens of the Republic of Uzbekistan who work in the Russian Federation.
On the basis of this resolution, the necessary financial resources are allocated, the sources, directions and amounts of expenses are determined for the introduction of a new system for vocational training of the unemployed and the poor and increasing their labor activity
The new system of vocational training for the unemployed and the poor consists of mono-centers “Ishga Markhamat” in the Republic of Karakalpakstan and regions, vocational training centers of the Ministry of Employment and Labor Relations of the Republic of Uzbekistan in the regions of the Republic of Karakalpakstan, regions and the city of Tashkent, short-term vocational training courses in the regions of the city of Tashkent , points of vocational training of citizens in makhallas, as well as non-state institutions for vocational training of the unemployed and the poor.
The document envisages the introduction of a mechanism for providing state support to non-state vocational training institutions to train the unemployed and the poor in professions in demand in the labor market, the basics of entrepreneurship and foreign languages.
To create non-governmental vocational training institutions, it is envisaged to transfer to operational management or to long-term lease, on preferential terms, buildings (or parts of them) of the Ishga Markhamat monocenters and the buildings of vocational training centers of the Ministry of Employment and Labor Relations, as well as other vacant buildings (or their parts), incl. other vocational training institutions, on the recommendation of local authorities and citizens’ self-government bodies.
Non-governmental vocational training institutions are given the right to independently choose training programs and teachers, transfer to preferential use of training equipment and inventory. a guaranteed minimum level of the state order for training in non-state vocational educational institutions was established at the expense of the State Fund for the Promotion of Employment;
According to the resolution, the assessment of the competences of graduates of the Ishga Markhamat monocenters and vocational training centers based on WorldSkills standards is ensured, as well as the issuance of qualifications passports – Skills passports – recognized in our country and abroad.
At the same time, it was established that certificates issued to graduates of the Ishga Markhamat monocenters and vocational training centers, as well as Skills passports, are equated to diplomas of secondary specialized vocational education.
For these purposes, it is envisaged to allocate to the State Employment Promotion Fund, in addition to the funds allocated for 2020, funds from the Anti-Crisis Fund in the amount of 150 billion soums for technical re-equipment, repairs, the purchase of equipment and materials, current maintenance and payment of salaries to teachers and masters of industrial training of monocenters Ishga Markhamat and vocational training centers.
The resolution stipulates, together with the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions and the city of Tashkent, to conduct an open competition in each region to determine at least one “Best vocational training program” among non-state vocational education institutions;
It is also envisaged to allocate to the State Employment Promotion Fund, in addition to the funds allocated for 2020, funds from the Anti-Crisis Fund in the amount of 50 billion soums to finance the projects of the winners of the Best Professional Training Program competition.
