On December 3, 2024, at the plenary session of the Legislative Chamber of the Oliy Majlis, the draft law “On the State Budget of the Republic of Uzbekistan for 2025” was considered in the second reading. The discussion was distinguished by its content and breadth of the issues raised.
New approaches to budget development
At the meeting, deputies raised more than 100 questions, proposing over 10 conceptual recommendations.
Particular attention was paid to a detailed analysis of budget revenues and expenditures, including budget funds and their sources of financing. The responsible committee carefully checked whether the provisions of the draft law comply with the decrees and resolutions of the President and the Government.
Taking into account proposals and development directions
When discussing the bill, deputies focused on key areas:
- Environmental Protection and Green Economy
The year 2025 has been declared the “Year of Environmental Protection and Green Economy”. The budget takes into account measures to effectively allocate funds for these purposes, including the implementation of environmental initiatives such as the “Yashil Makon” project. - Social support for children
According to the proposal of the UzLiDeP faction, 35.5 billion soums will be allocated to the Public Fund for the Support of Children to help those in need. - Support for cinematography
The Democratic Party faction proposed to allocate 40 billion soums for the creation of films reflecting the country’s cultural heritage and the development of artistic groups. - Protection of Human Rights
The SDP Adolat faction advocated for strengthening the material and technical base of the Ombudsman’s institution, for which an additional 3.1 billion soums will be allocated. - Development of the qualification system
The NDPU faction proposed to allocate 10.6 billion soums to the creation of the Institute of the National Qualification System for the integration of the labor market and education. - Ecology and scientific projects
At the initiative of the Ecological Party, 100 billion soums will be spent on combating dust and sand storms. An additional 9.5 billion soums will be allocated to create a scientific experimental station in Karakalpakstan.
Ensuring transparency and efficiency
Deputies emphasized the need for budget transparency, improvement of the budget funds control system and introduction of health insurance. The Government working group provided clarifications on issues of healthcare, education, culture, sports and economics.
Results of the meeting
The deputies supported the proposed measures to prevent a budget deficit and strictly adhere to financial restrictions. The bill was adopted and sent to the Senate for consideration.
This approach to budget formation allows us to solve the country’s priority tasks and lay the foundation for the sustainable development of Uzbekistan.
